Complaint Process

The Texas Administrative Code (Rule §228.70) requires that Educator Preparation Programs (EPP) maintain a process for filing and resolving complaints and provide information for filing formal complaints with the Texas Education Agency (TEA).  If you have a complaint about the Texas State University Educator Preparation Program, please follow these steps:

  1. Informal Resolution: Attempt to resolve an issue, concern, or complaint informally and directly with the person or persons most closely associated with the issue.
     
  2. Formal Written Complaint: If informal attempts do not result in resolution, file a formal written complaint with the Texas State Office of Educator Preparation (OEP) by using the online form available here. OEP staff will attempt to resolve the complaint in as timely a manner as possible given the circumstances.
     
  3. Formal Dean Appeal: If you are dissatisfied with the OEP resolution, you may appeal to the Dean of the College of Education by emailing education@txstate.edu. The Dean’s decision for an appeal is final. In your email, please provide as much detail and documentation as possible.
     
  4. Texas Education Agency Complaint: If you believe that the Texas State University EPP has violated state law or rule in resolving your complaint, you may file a formal complaint with the Texas Education Agency. The TEA complaint process allows applicants or a candidates in educator preparation programs to seek redress in areas where they feel the program did not fulfill requirements for certification or for actions that the candidate feels are wrong.  Not all complaints fall under the authority of TEA. TEA has jurisdiction to investigate allegations of noncompliance regarding specific laws and rules that are generally related to state and federal requirements. Complaints may address educator preparation program requirements listed in Texas Administrative Code (TAC) in Chapters 227, 228, 229, ethics (TAC 247), fingerprinting (TAC §§227,232) and certification (TAC §§230, 231, 232, 239, 241, 242).
